In a bowl, mix olive oil, garlic powder, minced garlic, and soy sauce. Add shrimp and toss to coat evenly.

Transfer marinated shrimp to a bowl with cornstarch and coat each piece thoroughly.

Heat olive oil in a skillet over medium heat. Cook shrimp for 1–2 minutes per side until golden and crisp. Remove and set aside.

In the same skillet, melt butter. Add honey and any remaining marinade. Simmer for 5 minutes, stirring until thickened.

Return cooked shrimp to skillet. Toss to coat in sauce evenly and heat through.

Plate shrimp over rice. Garnish with green onions and red pepper flakes if desired.
